"For sellers and buyers currently navigating the market in England and Wales, this isn't fixed yet, it's still years away," said Mr Neale.
"We had campaigners asking for exactly this less than a year before the government announced it anyway," Mr Neale said.
Mr Neale believes the reforms could make a real difference once they are in place, particularly for London buyers who currently have to spend money on surveys, searches and legal fees before a sale is secure.
"Nobody should find out their dream home has gone to someone else after they've already paid for surveys, searches and legal fees," Mr Neale added.
