Isabelle Badland, planning case officer at Wychavon District Council, said: "The principle of development is considered acceptable. "However, the dwellings' position, scale and footprint within the plots would appear contrived and cramped; would appear much larger than that of neighbouring dwellings and would appear incongruous and highly visible from the street scene. "Moreover, adequate standards of living have not been achieved, with Bedroom 2 within Plots 1 and 3 under the space standards required for a double bedroom."
