The incident appears to have happened on an uncontrolled taxiway apron road crossing. I can imagine a situation where the vehicle driver is under pressure to get somewhere on the apron and is ‘multitasking’ using a PED of some kind, and distractedly drove into the path of the aircraft. Aircrew perhaps also doing departure/post arrival tasks, temporarily head down didn’t see the vehicle in time to stop.
