The SPUR program provides up to $500 million in payments to eligible entities to support stronger and more stable market opportunities for American ranchers. Beginning, August 10, 2026, USDA will email partially prefilled applications to eligible processing establishments. The SPUR program is authorized under the Commodity Credit Corporation Charter Act and will be administered by USDA’s Farm Service Agency (FSA) at the national office level. Eligible processing establishments must be:Federally inspected or a participant in the Talmadge-Aiken Cooperative Inspection Program or the Cooperative Interstate Shipment Program. University, state-owned entities, and the four largest beef processing entities are ineligible to receive SPUR payments.
