Pardons involving foreign-agent and export casesBiden’s Sept. 14, 2023, pardons included three people whose cases involved Iran-related conduct. Kaveh Lotfolah Afrasiabi was pardoned for offenses involving conspiracy to act as an unregistered agent of a foreign principal and acting as an unregistered agent. Their offenses included drug conspiracies, distribution offenses and the use of communication facilities to facilitate felonies. Among the recipients was Norman O’Neal Brown, whose record included convictions involving cocaine distribution and possession with intent to distribute crack cocaine. Many recipients had convictions involving cocaine, crack cocaine, marijuana or methamphetamine.
