As I have said elsewhere, fining the company achieves little to nothing. The Customers end up paying through increased fees. The company either wastes court time appealing a verdict or just pays the pittance that the fine is compared to the company's value and moves on, learning nothing. Improving laws to hold the CEO and the directors personally liable for the company's wrong-doing will drive home the message of wrong-doing far better. In this case, if the wrong-doing is as bad as it looks, then heavily fining Zuckerberg personally as the effective boss as he holds the majority of voting power and thus influence in Meta's activities would be far better.
