A report from CAO André Morin says direction from city council is required, as the Festival Hydro group of companies begins discussions around strategic opportunities. Sullivan says because Festival Hydro is owned by the city, the public should know what changes will take place through restructuring. According to a Shareholder memorandum, the goals of restructuring Festival Hydro include creating a scalable corporate platform consistent with growth-oriented Ontario utilities, enhanced capital and financing structuring options, and attracting talent. Council received a presentation about restructuring from Festival Hydro in July. The City of Stratford owns all shares in Festival Hydro Inc. and Festival Hydro Services Inc.
