The new Arc Raiders Phantom Targets project is all about helping Shani track and trace some mysterious arc that seem to be popping up across topside. During the first phase, she asks you to "upgrade antennas found on top of any Cargo Elevator," and you'll have to find three and tinker with them to complete the objective. This does seem slightly bugged at the moment in that the icon you interact with on top of the elevator doesn't go away after you activate it.
