KILMARNOCK—The Town of Kilmarnock recently announced two funding packages for its ongoing upgrades to the wastewater treatment plant (WWTP), a $11.4 million project funded with a $3.15 million loan at 1/2% and another $8.27 million in grants. Kilmarnock continues to reinvest in its infrastructure for the long term, according to a press release issued by town manager Susan Cockrell. WWTP upgrades have been underway since early 2020, she said. The project is organized in two phases in order to apply for a variety of funding streams.
