The coalition’s proposal is rooted in the idea that the congestion on Highway 82 is “unsustainable,” according to the staff report. Under the congestion fee option, Miracle added that a surged peak hour congestion fee could also incentivize those in a single-occupancy vehicle to instead drive at a different time. According to the presentation, the HOT lane annual revenue could amount to $5-10 million, and the congestion fee annual revenue could amount to $10-20 million.
