The Escondido City Council at its July 29 meeting adopted BESS (Battery Energy Storage System) guidelines that largely mirror San Diego County’s guidelines, which the city has been working closely with. Koretke said the fire department has maintained a strong partnership with the County in developing BESS guidelines. In August 28, 2024, the city adopted a resolution on BESS projects adjacent to Escondido. October 9, 2424, it adopted an interim urgency ordinance prohibiting new commercial BESS projects for 45 days. October of 2025 the council extended to moratorium to October 15, 2026 and reaffirmed its intent to adopt county guidelines.
