One of the former nursing home employees charged in connection with the death of a 93-year-old resident who froze to death faced a judge Friday in Hartford. Papy Bibo was charged with criminally negligent homicide and tampering with evidence in the death of Margaret Healy at the Bickford Healthcare Center in February. Bibo's nursing license has been suspended while the investigation continues, and his defense attorney indicated the nursing board is reviewing the situation. “No one should wander outside in 0-degree weather with -15 degree windchills when entrusted with someone's care,” Kindall said. In addition to Bibo, a nursing assistant, Uchenna Obi, was charged in Healy's death too.
