Maryland lawmakers reveal proposed redistricting constitutional amendment, special session plan

If adopted, the constitutional amendment could set the stage for a new Democratic-leaning congressional map for the 2028 election.
Democratic leadership announced an Aug. 3-5 special session earlier this month with the intention of tackling long-debated legal interpretations around how the Maryland Constitution governs redistricting guidelines.
Some state Democratic leaders argue these redistricting guidelines only need to be considered when drawing boundaries for the General Assembly’s legislative districts, not congressional districts.
Republicans have expressed extreme frustration with the proposed redistricting changes – one GOP lawmaker has launched a campaign against the constitutional amendment.
Witnesses may choose to testify in-person at the State House in Annapolis or virtually though Zoom.
