After signing the petition, I asked why signature gatherers were not positioned in high-traffic locations such as grocery store fronts, where petitions and community tables have often been seen in the past. Even if legally permissible, that kind of limitation appears likely to reduce public visibility and make it more difficult for residents to participate in the referendum process. Many residents, including voters like myself, may reasonably wonder whether this project is being advanced in a manner that limits meaningful voter review on a significant redevelopment issue. Taken together, these circumstances may create a public perception that development interests are receiving preferential treatment at the expense of meaningful voter participation. Because this matter affects public participation, voter access and confidence in the development process, it may warrant closer reporting and clarification.
