According to grant requirements issued by FEMA, states must provide proof of compliance with federal election rules to receive full funding.
North Carolina received more than $17 million through counterterrorism and emergency preparedness programs last year.
If DHS fails to do so, FEMA will withhold 20% of a recipient’s total Homeland Security Grant Program funding.
According to the press release, the requirements for administering elections would interfere with the authority of the North Carolina State Board of Elections and county boards.
More than $17 million for North Carolina was withheld, and the court ordered FEMA to reinstate $200 million in canceled climate resiliency grants for North Carolina.
