The American calculation appears to be that China and India cannot afford to lose access to the US market. The same measure intended to isolate Moscow could therefore encourage closer coordination among Russia, China and India in energy, payments, logistics and defence. Washington increasingly sees those choices as evidence that India wants the benefits of partnership without accepting the obligations of alignment. The 100% tariff threat is therefore both a Russia policy and an India policy.
