It’s a presumed tactic to increase her appeal to Democratic primary voters so that she wins the nomination and is an easier opponent for Rep. Tom Tiffany, the likely Republican nominee. In Wisconsin, the primary is open and allows voters to participate in either party’s race, no matter their affiliation.
