(File Photo)The City of Rockport announced Friday that it will hold a special election Nov. 3 to fill the Ward 1 City Council seat left vacant by the resignation of Stephanie Rangel. The council is scheduled to vote Tuesday to formally place the Ward 1 special election on the Nov. 3 ballot. The winner of the special election will fill the vacant Ward 1 seat, returning the council to its full membership of a mayor and four council members. The Rockport City Council will meet at 5 p.m. Tuesday at Rockport City Hall.
