Nothing comparable has yet been publicly disclosed for the Mecca pact. This history makes the “Muslim NATO” label for the Mecca pact premature. The Mecca pact may instead give the three countries more room to operate inside the existing system. The Mecca pact was negotiated by the regional states themselves, and the United States is not a party. Whether the Mecca pact increases Pakistan’s room for maneuver will depend on how well Islamabad handles that trade-off.
