Moscow and Damascus signed a memorandum on the reorganization of the Russian presence in Syria. According to the memorandum, Russia will transfer to Syria the management of civilian facilities, including the Khmeimim airport and the fourth commercial terminal of the port of Tartus. Reorganization of military facilitiesThe parties also agreed to review the role of facilities currently used for military purposes. Thus, according to the agreements, Russian military bases and other military facilities should be repurposed into joint Russian-Syrian education and training centers that will operate for the benefit of both sides. A new stage in relationshipsThe Syrian Foreign Ministry stated that the decisions taken open the way to a new stage in Syrian-Russian relations.
