Newport hotel's solar panel plans refused for one surprising technical reason

These rights only apply if specific conditions are met, including a limit on how far panels can project above a pitched roof.
According to plans submitted to the council, the proposal involved installing four blocks of solar panels across the hotel’s curved roof, each measuring roughly 28 metres by 4.5 metres.
Regulations state that on pitched roofs, panels must not extend more than 20 centimetres above the plane of the roof to qualify for permitted development.
A delegated decision report from council officers said: "At its highest part, from the drawings submitted, the solar panels are shown as 37cm beyond the plane of the roof."
Despite these findings, the height of the panels meant the application could not be approved under permitted development rules.
