The case has been back in the headlines because two of PC Harper's killers – Albert Bowers and Jessie Cole – will become eligible to be released early under government plans to tackle prison overcrowding. PC Harper's death was brutal and devastating, causing shock, anger and an outpouring of grief across the country. PC Harper was dragged for over a mile.
