The Union Gardens development in Worthing consists of 216 homes which are currently being built on the former Union Place car park site, next to the Connaught Theatre.
The car park closed in March, prompting disappointment from residents who said it would have a "big impact" on the neighbouring theatre and cinema.
Plans also include a new public car park with 236 spaces, though only 146 will be available for general public use.
The wider Union Place site covers three parcels of land, including the former NCP car park and the old police station.
Worthing Borough Council has partnered with Roffey Homes on the project, with the developer purchasing the land for £4.1 million last year.
