An estimated crowd of more than 35,000 people packed Victoria’s Inner Harbour and the B.C. Legislature grounds Saturday night for a free concert celebrating the 40th anniversary of the David Foster Foundation. The David Foster & Friends concert began around 7:30 p.m., drawing crowds onto the legislature lawn and surrounding streets, while others watched from boats, kayaks and paddleboards in the harbour.
