In messages, Hoerning allegedly told Kissoon, “I love you,” “I will give you what you want,” and “I will find a way,” while also sending her money, according to the complaint. Despite that, on May 17, Hoerning allegedly resumed contact with Kissoon, sending her a personal family photograph over WhatsApp, the complaint alleges. The following evening, Hoerning allegedly went to a Suffolk County police precinct, demanding to have Kissoon arrested.
