The Next Phase Of Horowhenua's $50 Million Water Project BeginsAugust 5, 2026The next phase of a 15-year upgrade to water infrastructure across Horowhenua is under way at Levin's wastewater treatment plant as the district braces for a population boom. As part of the $50 million district-wide project, works had begun at the plant and would be completed over the 2026/27 financial year, Horowhenua District Council confirmed. Mayor Bernie Wanden said it was vital to have “safe, reliable drinking water” and dependable infrastructure as the community grew. The Levin plant on Grange Rd stored drinking water for up to 24 hours before it reached those across Horowhenua. This week's announcement came just under a month after the Central Districts Water board, which encompassed Horowhenua, Palmerston North and Rangitīkei councils, familiarised themselves with the Levin Wastewater Treatment Plant.
