Malvern Hills District Council’s northern area planning committee had concerns about the building being a “huge distance” away from the main house at The Laurels in Kerswell Green.
Plans had been put forward for an L-shaped annexe with a sitting room, bedroom, bathroom, and storage room.

Cllr Duane Hubbard said: “I fail to see a connection between this [annexe] and the main dwelling—it’s such a huge distance.
A vote to reject the application was split, with planning chair Dean Clarke eventually using his casting vote to reject the scheme.
