GRAND FORKS — The Grand Forks School Board is set to make its decision on whether to approve a tax incentive for a plan to improve Ray Richards Golf Course. The project will need to be approved by the other Grand Forks local taxing authorities — the City Council and County Commission — before it moves forward. “If we continue to have these PILOTs, that’s just taking money out of the school district’s fund,” board President JoNell Bakke said at the meeting. Armacost told the Herald earlier this month that the chances of Ray Richards Golf Course closing without the PILOT is “quite high.” The School Board will hear public comments at the beginning of the meeting before the PILOT vote.
