Pennington and Marshall counties in Minnesota use the Grand Forks landfill for waste that cannot be recycled or compressed into fuel pellets.
"And the profitable recycling measures can help subsidize those that aren't profitable," Grand Forks City Council member Eliot Glasheim said.
