They laid the foundations for a different political and economic future for the South Caucasus. After nearly three decades of negotiations failed to resolve the conflict, Azerbaijan argued that the relevant UN Security Council resolutions adopted in 2020 had to be implemented. The conversation also highlighted the continuing role of the United States and the Trump administration in advancing the peace process. That is perhaps where the real significance of the Washington process lies. The Washington Declaration did not erase the South Caucasus’s difficult history.
