Property value stalemate led to pub to home conversion being refused by council

It concluded: “The proposal seeks to sensitively redevelop a currently vacant and underutilised building (ground floor) by delivering a high-quality residential unit in a location that is demonstrably sustainable.
The application also included an offer of a financial contribution toward affordable housing in the county.
The value of that contribution, currently set at 10 per cent of the open market value of a completed unit, proved a sticking point with county planning officers.
The application was refused on the grounds it failed to meet the 10 per cent affordable housing contribution criteria as it “fails to make an appropriate contribution towards the provision of affordable housing and is therefore unacceptable”.
The Red Cow closed as a pub back in 2017.
