Dogs will be housed in "domestic-style" accommodation rather than traditional kennel blocks to prioritise their comfort and wellbeing.
A planning statement says: "It enables The Cinnamon Trust to expand a nationally recognised charitable service that provides lifelong sanctuary for companion animals while giving reassurance and practical support to elderly, terminally ill and vulnerable people throughout the United Kingdom.
The planning statement says the site is well-suited for the project due to its existing farmstead, agricultural buildings, access, and pastureland.
Powys County Council is being asked to grant permission, subject to conditions relating to ecology, lighting, landscaping, waste handling, and the restricted use of staff accommodation.
The supporting statement said the centre would provide rural employment and support local veterinary services, contractors and suppliers.
