Wiltshire Council said The Horse and Groom in Charlton, near Malmesbury - which was once owned by celebrity chef Marco Pierre White - was important to the social fabric of the village.
It backed a call from Charlton Parish Council to list the 16th Century, Grade II listed pub and its grounds.
Community asset officer Jenny Rowe ruled: "The Horse and Groom is the last remaining pub in the village of Charlton, near Malmesbury.
If a community group steps forward within the first six weeks of notification, a six-month moratorium will be triggered to allow the group time to prepare a bid.
However, the owner is not obliged to sell the pub to the community group.
