Just Neighbors examines the city’s homeless encampment sweeps, focusing on the human impact of a fragmented, interdepartmental process. Then, the city workers started to arrive. None of them were friendly—a lot of passive-aggressive comments, a few middle fingers from the city workers. Later, I saw city workers go over and start circling the tent and looking inside. I only hope that it was made clear that [an encampment cleaning] is not an insurmountable natural disaster.
