This subdivision shall not apply to those areas of a private business used to count currency or other negotiable instruments. If the court finds that graffiti cleanup is inappropriate, the court shall consider other types of community service, where feasible. The penalty described in subdivision (b) or this subdivision shall apply whether or not the person has been released on parole or has been discharged from parole.
