The decision from the city’s licensing committee comes after Police Scotland objected to Feyisal Mohammed’s application.
Councillors were told Mr Mohammed had been fined a total of £600 and given six penalty points following two offences in 2024.
Mr Mohammed, who had applied for a three-year private hire car driver’s licence, said he had learned from his mistake.
He added Mr Mohammed’s offences were “very concerning”.
The committee, which refused the application on Wednesday, also heard that South Lanarkshire Council had rejected a licence bid from Mr Mohammed.
