Worcester City Council has given the go-ahead for flats above The Conservatory, a bar at 34 and 36 Friar Street, to be converted.
Planning officers said the units had not been used as permanent residential accommodation for a number of years and would provide "visitor accommodation in a highly sustainable location", adding to the options for tourists in the city centre.
The council said there would be no adverse impact on neighbouring properties, which are listed buildings.
