Police say the altercation began when a 61-year-old man asked 40-year-old Kirill Basin to turn down his music. Video captured an argument over music that escalated when Basin shoved Kama Homan and swung a beach chair at him. But the beach confrontation was not Basin’s first trip through the criminal justice system this year. Prosecutors said Basin threatened beachgoers, telling them, "I’ll put you in the ground" and "I’ll kill you."
