The proposals detail how more than two-and-a-half acres of farm land have been earmarked near Brundall Countryside Park for the park.
Her plans include an enclosed dog park, parking facilities, improved access to the site and a 8ft by 10ft field shelter.
According to her design statement, the field would be secured with six-feet high deer mesh fencing and timber posts.
The scheme has been designed to "retain the rural character of the site", according to the planning statement.
It would provide a useful local dog exercise facility, retain the majority of the land in open grazing use and involve only limited supporting works."
