Pursuant to Defense Production Act section 708(f)(1)(A), the Assistant Secretary for Nuclear Energy certifies that this Agreement is necessary to help provide for the national defense. The Human Mobilization Committee will have one DOE Committee Chair who will convene the group, convey DOE priorities and concerns, coordinate activities between Participants, and ensure administration of the Plan of Action (POA).
