A federal appeals court on Friday upheld an order blocking U.S. President Donald Trump’s administration from moving ahead with above-ground construction of a $400 million ballroom at the White House, according to Reuters.
The court’s majority said the executive branch cannot make fundamental alterations to the White House without congressional approval.
The appeals court put its ruling on hold for 14 days to give the Trump administration time to seek Supreme Court review.
Circuit Judge Neomi Rao, a Trump appointee, dissented, arguing that federal courts had improperly taken control of decisions involving construction at the White House.
Trump has defended the project, saying the larger ballroom would provide space for major formal events while improving security.
