A Germantown resident has launched a volunteer program that invites people to adopt and clean storm drains to mitigate flash flooding in neighborhoods like Torresdale, Germantown, Chestnut Hill, Roxborough, and Andorra. The program provides cleaning kits and requires volunteers to check their adopted drain at least twice a month. Volunteers report conditions through a dashboard that tracks drains, litter collected, and 311 requests. Philadelphia already maintains more than 75,000 storm drains through the Water Department, but aging infrastructure and litter contribute to ongoing flooding. El-Kardah said he is providing approximately 30 kits focused on Germantown for the initial rollout.
