Bexley Council received a planning application to modify the HMO (house in multiple occupation) at 65 Arbuthnot Lane. Bexley Council said the plans were unacceptable because the proposed refuse bins and cycle storage would create visual clutter and harm the residential character of the area. Bexley Council also refused the plans because it said there were not enough details showing how refuse and recycling would be stored and collected. It added that insufficient information had been provided to demonstrate secure, convenient and accessible cycle parking. The council concluded the proposal failed to comply with policies in the Bexley Local Plan and London Plan relating to local character, parking, waste storage and cycling facilities.
