A federal appeals court panel blocked construction of President Trump's $400 million White House ballroom Friday, ruling in a 2-1 decision that the project required congressional approval Trump never sought, dealing a significant setback to one of the president's signature building projects.
Circuit Judges Patricia Millett and Bradley Garcia, writing for the majority, said the president holds no unilateral authority over the White House structure itself.
Trump said in a lengthy Truth Social post that he would immediately appeal the ruling to the Supreme Court, calling the decision "horrendous" and "politically motivated."
The panel paused its order for two weeks to give the Supreme Court a window to consider intervening on its emergency docket before the injunction takes full effect.
Rao's dissent, framing the case around judicial overreach into executive authority over White House security decisions, signals the legal battle is likely to turn as much on institutional separation-of-powers questions as on the ballroom itself once it reaches the Supreme Court.
