In their letter, the resident questioned the direction of Bury town centre, claiming it had become "dirty and unkempt" and was suffering from an over-concentration of vape shops.
"The south of the borough appeared to be thriving and vibrant, while Bury town centre was deteriorating."
Responding to the criticism, Councillor Morris said she respected the reader's right to raise concerns but rejected the suggestion that Bury town centre was in decline.
She pointed to footfall figures, describing Bury as the most visited town centre in Greater Manchester for shopping outside Manchester city centre and the Trafford Centre.
"I love Bury town centre.
