The dispute centres on a proposed Health Memorandum of Understanding (MoU) that Zimbabwe declined to sign late last year. The United States Embassy in Harare has strongly denied those allegations. The embassy also dismissed claims that the United States sought access to Zimbabweans’ personal medical records, describing the allegation as false. Health cooperation has historically remained one of the few areas of sustained engagement between Zimbabwe and the United States despite broader political tensions. Zimbabwean authorities have repeatedly accused the United States of pursuing a regime-change agenda through sanctions, democracy promotion initiatives and support for civil society organisations.
