Aiken County Council voted Tuesday to place a wastewater treatment plant upgrade on the November ballot. Extra treatment capacity could support residential growth that Aiken County expects in coming years. Treatment capacity now limits new construction. Council members didn't share cost estimates during Tuesday's session. A brand-new plant would work too, though council chose the upgrade route.
