Ivory Development, a division of the Salt Lake-based Ivory Homes, has been working with the Eastern Summit County Planning Commission to draft the code change.
Ivory Development would still need to submit a rezone request and draft a development agreement with the county before the project could begin construction.
However, Budge said Ivory Development has also been “transparent” in its plans for the area, including projections that the Lost Creek neighborhood would eventually incorporate into a municipality.
“It’s a land and money grab,” David Bobrowsky told the Planning Commission.
The Eastern Summit County Planning Commission on Thursday unanimously forwarded a negative recommendation to the County Council regarding a proposed zone to facilitate development in Browns Canyon.
