But the same piece of legislation set aside billions of dollars for a national Rural Health Transformation Program, which aims to improve healthcare and social services access in rural areas. In May, DHHS selected Asheville-based nonprofit Impact Health to lead Western North Carolina’s administration of the Rural Health Transformation Program. The only difference between the two programs is that the transformation program is not limited to people enrolled in Medicaid. Impact Health, which is based in Asheville but serves 19 western counties and the Qualla Boundary, is what’s known as a “social care hub.” The difference, though, is that Healthy Opportunities is a program for individuals who receive Medicaid, but the transformation program is broader.
