Councillors decided the redevelopment of the former Lloyds call centre site in Farsley can go ahead.
The project will see 120 affordable homes built at the vacant site on Cote Lane.
He told a panel meeting: “I’m not opposing the construction of affordable housing on this brownfield site and never have.”
Labour councillors Craig Timmins and Peter Carlill were among those in favour of the project, proposed by Bank of Scotland and Breck Homes.
Plans were revised since the same applicants proposed to build 133 homes at the site last year.
